Energy Attorneys Jim Guy and Garland Carr, Corporate Attorney Cathy Zhang Join Williams Mullen

Richmond, VA (Aug. 6, 2019) –  Williams Mullen is pleased to announce that Jim Guy and Garland Carr have joined the firm’s Energy Practice, and Cathy Zhang has joined the firm’s Corporate Section. Mr. Guy and Ms. Carr join as partners, and Ms. Zhang joins as an associate. All three previously worked at LeClairRyan. Ms. Zhang worked with David Lay, Andrew White and Gary LeClair, who are also joining the firm as announced last week.

Mr. Guy and Ms. Carr bring extensive experience representing electric cooperatives and other energy infrastructure companies in regulatory, transactional, corporate and policy matters. Mr. Guy’s work has supported the construction of over 4,500 MW of electric power generation, and he does substantial work in wholesale power transactions.

 

He has twice been named the Best Lawyers® Richmond “Lawyer of the Year” for Energy law (2016, 2019), and he has been named among Virginia’s “Legal Elite” for Legislative, Regulatory and Administrative Law by Virginia Business (2010-present). He served as the 128th president of the Virginia Bar Association in 2016, and he is a Fellow of the Virginia Law Foundation. Mr. Guy earned both his Juris Doctor degree and Bachelor of Arts degree from the University of Virginia.

 

Before joining LeClairRyan, Ms. Carr spent seven years as staff counsel for the Virginia State Corporation Commission’s Divisions of Utility Accounting and Finance, Public Utility Regulation, and Utility Railroad and Safety. She earned her Juris Doctor degree from the University of Richmond, and her Bachelor of Arts degree from the University of Virginia.

 

Ms. Zhang focuses her practice on representing middle-market and emerging growth companies in various transactions, including venture capital financings, mergers and acquisitions, strategic partnerships and other collaborations. In addition, she advises finance companies and legal funding companies on the application of federal and state consumer financial laws and the Uniform Commercial Code.

 

She earned her Juris Doctor degree, cum laude, from the College of William & Mary. She earned her Master of Architecture degree from Cornell University, and her Bachelor of Engineering degree from Tongji University in Shanghai.
