<p><strong>Background on RVA757 Connects and PCs for People&nbsp;</strong></p>



<ul class="wp-block-list">
<li><strong>RVA757 Connects</strong> is a business-led, research-based coalition of senior leaders across Metro Richmond and Hampton Roads. With a 75-member Board of Directors, our 501(c)(3) nonprofit is <strong>advancing economic prosperity for everyone</strong> in the Richmond area (RVA) and Hampton Roads (757) region.</li>
</ul>



<ul class="wp-block-list">
<li><strong>PCs for People</strong> gathers old computers from employers and organizations. They completely refurbish the devices and give desktops away for free and make laptops available for about $100 for underserved households who qualify. PCs for People also runs a free 1-800 help desk to help the first-time computer owners with any problems and conducts free in-person workshops to teach computer skills. <strong>The household income of computers’ owners goes up 15%</strong> given their new digital access to services, benefits, job opportunities, etc.</li>
</ul>



<p><strong>How We Attracted PCs for People</strong></p>



<p><strong>RVA757 Connects, ChamberRVA, and other chambers teamed up to recruit PCs for People to the Metro Richmond-Hampton Roads megaregion</strong>. We met PCs for People, the nation’s largest computer refurbisher, on a ChamberRVA intercity visit. We were so impressed with their service, we invited them to expand in our region.</p>



<p>PCs for People was interested in expanding into Dallas or Phoenix as their next expansion market.&nbsp;<strong>We won the pitch and attracted them to our megaregion first</strong>, sharing how together, Richmond and Hampton Roads are 3 million people, about the size of PCs for People’s other markets. We helped PCs for People raise $800K through family foundations and Meta to fund the purchase of a building and truck.&nbsp;PCs for People has now established its Metro Richmond-Hampton Roads base camp in Hampton. The computer pickup truck will circulate around and across our megaregion.&nbsp;</p>



<p><strong>Why You Should Attend:</strong></p>



<p>After working to bring PCs for People to the megaregion to help&nbsp;<strong>close the digital divide</strong>&nbsp;while providing responsible electronics recycling, we’re excited to celebrate the opening of this new center in Hampton, Virginia that will serve our entire megaregion.</p>



<p>As one of the region’s leaders, we wanted you to&nbsp;<strong>be part of this exciting groundbreaking moment</strong>. Virginia has become one of the top states for extending broadband access to underserved communities and neighborhoods.&nbsp;Everyone agrees, however, that broadband access is not enough to close the digital divide. Some households still need computers (40% of the people living in poverty don’t have computers) and many need digital skills training. &nbsp;</p>



<p>The national leaders of <strong>PCs for People will officially open</strong> its new (well, refurbished) facility <strong>in Hampton</strong>. They will then come to Richmond on April 8 to thank everyone at a reception for bringing them to Virginia. <p>ChamberRVA and the Metropolitan Business League celebrated the graduation of the inaugural AMPLIFY cohort on Tuesday, February 24, marking the successful completion of a six-month mentorship and capacity building program designed to accelerate the growth of small businesses across Central Virginia.</p>



<p>The graduation event honored the dedication, resilience, and growth of participating business owners who have spent the past six months strengthening business fundamentals while building their personal capacity to lead with confidence. Through one-on-one mentorship, executive level coaching, and collaborative cohort sessions, participants gained practical tools and strategic insight to scale sustainably and compete more effectively.</p>



<p>Launched in July 2025, AMPLIFY was created through a unique regional collaboration between ChamberRVA, the Metropolitan Business League, and leading corporate partners committed to fostering a more inclusive and resilient local economy. The program reflects a shared focus on inclusive economic development, supply chain diversification, and long-term business success.</p>



<p>Throughout the program, participants were paired with experienced mentors and worked toward individualized SMART goals between monthly sessions. The curriculum addressed key topics including human resources management, certifications, contracting, cybersecurity, intellectual property, design thinking, marketing, and strategic planning.</p>



<p>Regional supporting partners hosted sessions and shared expertise and insights to help participants strengthen operations and expand opportunity.</p>



<p>Key program benefits included executive level skill building, customized mentorship and expert consultations, access to influential regional networks, and a curriculum focused on real time business challenges and practical solutions.The inaugural cohort was selected through a competitive application process in late June 2025. With the February 24 graduation, AMPLIFY reaches an important milestone in strengthening Central Virginia’s small business ecosystem and building a more connected, opportunity rich regional economy. The next cohort will convene in July 2026.</p>

<p>ChamberRVA announced the retirement of&nbsp;<strong>John Easter</strong>, Senior Vice President of Government and Community Affairs and the appointment of&nbsp;<strong>Demas Boudreaux</strong>&nbsp;Vice President, Government Relations.</p>



<p>John Easter joined ChamberRVA in July 2010 after a 27-year legal career in litigation defense and zoning. During his tenure at the Chamber, Easter played a key role in advancing regional priorities, including Mission Tomorrow, the adoption of the Central Virginia Transportation Authority, expanded early childhood education funding, and a range of county workforce development programs. He also represented ChamberRVA through service on the Capital Region Workforce Development Board and the Chesterfield County Schools CTE Advisory Committee.</p>



<p>“John’s thoughtful leadership and deep policy insight have strengthened ChamberRVA’s advocacy efforts and helped move our region forward,” said Brian Anderson, President &amp; CEO, ChamberRVA. “We are deeply grateful for his service and wish him well in retirement.”</p>



<p><strong>Demas Boudreaux</strong><strong>&nbsp;</strong>will join the organization as<strong>&nbsp;</strong><strong>Vice President of Government Relations</strong><strong>.&nbsp;</strong>Boudreaux brings more than 16 years of federal and state government relations experience, with expertise spanning affordable housing, housing finance, public-private partnerships, small business issues, and immigrant policy. He most recently served as Government Relations Manager at Virginia Housing, where he built strong statewide relationships, guided key legislative initiatives, and helped advance housing-related policy at both the state and federal levels.</p>



<p>“Demas is a respected government relations professional whose strategic approach and collaborative style make him an excellent fit for ChamberRVA,” said Brian. “We are thrilled to welcome him and look forward to the impact he will bring to our advocacy work.”</p>

<p>ChamberRVA and its HYPE (Helping Young Professionals Engage) program are proud to announce the finalists for the 2025 ICONS Awards, the region’s premier recognition of young professional leadership and impact. Now in its 10th year, the ICONS Awards highlight the individuals and organizations shaping the Richmond region through innovation, mentorship, and community commitment.</p>

<p>The Board of Directors of the Virginia Chamber of Commerce today announced the appointment of Keith Martin as Interim President and Chief Executive Officer, effective September 2, 2025. He will serve in this capacity while the Board conducts a nationwide search for the organization’s next President and CEO. Martin will also assume the role of Executive Vice President of Public Policy and Government Relations, where he will oversee the Chamber’s policy and advocacy agenda.</p>



<p>“Keith is a proven leader with deep relationships across the business community, policymakers, and chambers throughout Virginia,” said&nbsp;<strong>Linda Stanley, Chair of the Virginia Chamber of Commerce Board of Directors</strong>. “The Board has full confidence in his ability to guide the Chamber during this important transition and lead our efforts on the forthcoming update to&nbsp;<em>Blueprint Virginia</em>.”</p>



<p>Martin has over 20 years of experience in public policy and business advocacy, including a previous tenure with the Virginia Chamber from 2011 to 2024. During that time, he served as Executive Vice President of Public Policy and General Counsel, as well as Executive Director of the Virginia Chamber Foundation. In these roles, he helped shape the Chamber’s public policy recommendations, including significant contributions to three editions of&nbsp;<em>Blueprint Virginia</em>, the Commonwealth’s comprehensive business plan. He also successfully managed the Chamber’s legislative agenda through multiple General Assembly sessions.</p>



<p>“I am honored to return to the Virginia Chamber and to serve in this leadership role during such a critical time,” said&nbsp;<strong>Keith Martin</strong>. “I look forward to working with the Board, team, and our members to advance the Chamber’s mission and strengthen Virginia’s position as the best state for business.”</p>



<p>Martin’s academic background includes a law degree from Thomas Cooley Law School and both bachelor’s and master’s degrees from Virginia Tech.</p>

<p>ChamberRVA and The Metropolitan Business League (MBL), in partnership with leading corporate sponsors, have announced the launch of AMPLIFY, a six-month mentorship and capacity-building program aimed at preparing Central Virginia’s small businesses for sustainable growth, capital access, and increased engagement with large corporations.</p>



<p>This innovative regional initiative represents a unique collaboration between MBL, ChamberRVA, and a coalition of major employers dedicated to fostering a more inclusive and resilient local economy by strengthening small and minority-owned businesses.</p>



<p>Launched in July 2025, AMPLIFY is a hybrid program designed to equip small business owners with the tools, coaching, and connections necessary to scale competitively. The program reflects a regional commitment to inclusive economic development, supply chain diversification, and long-term business resilience.</p>



<p>“AMPLIFY strengthens our region by creating real opportunities for small businesses to grow and succeed. Through mentorship, capacity building, and access to essential networks, we’re supporting a more connected, resilient future for our communities,” said Mark Hourigan, Founder and CEO of Hourigan Construction.</p>



<p>Participants in AMPLIFY will be paired with experienced mentors who will guide them toward achieving individualized SMART goals between monthly cohort sessions. The curriculum addresses key business topics including HR management, certifications, contracting, cybersecurity, intellectual property, design thinking, marketing, and strategic planning.</p>



<p>Industry leaders such as Hourigan Construction, Dominion Energy, and ColonialWebb Contractors will host sessions, sharing their expertise to help businesses thrive.</p>



<p>“The Amplify program enables small and diverse businesses to connect with numerous influential companies in Richmond and the surrounding areas, while also providing them with access to subject matter experts who impact the most critical aspects of their businesses,” said Bryce Rogers, Supply Chain Director of Colonial Webb Contractors. “Being able to blend high-level learning and networking sets the Amplify program apart as one of the best ways to build capacity for businesses in our cohort. I am incredibly excited to see these businesses take part in this program as we work to develop the Central Virginia business ecosystem by supporting these companies.”</p>

<p>Capital Region Military Alliance of Virginia (CaRMA-VA) celebrated its first year while highlighting its accomplishments during its annual event. Attendees of the morning meeting at Brightpoint Community College included a regional audience of city, county and veteran service organizations as well as chambers of commerce, higher education, business, and military leaders.</p>



<p>The mission of CaRMA is to actively facilitate community and government support to sustain and enhance current military missions, pursue future missions, and promote the region’s contributions to national defense.</p>



<p>“We are very proud of the accomplishments of the regional partnership since the founding of CaRMA in February of 2024” said Becky McDonough, CaRMA lead, and CEO of the Hopewell/Prince George Chamber of Commerce, the sponsoring organization. “Work sessions throughout the past year have resulted in the re-opening of a parachute drop-zone, the historic opening of Fort Lee’s military museums to the public with the establishment of a new gate, and re-establishment of the Adopt-a-Soldier program.” </p>



<p>McDonough shared that CaRMA has been designated as a military affairs council by the Department of Defense and the Virginia Department of Veterans and Defense Affairs. It is Virginia’s newest council joining others in Hampton Roads, Northern Virginia and Charlottesville, and others across the country. Elevating the importance of hiring transitioning veterans and military spouses is just one of the CaRMA initiatives. With its close geographic proximity to Fort Lee, the H/PG Chamber regularly engages military spouses like Fadoua Harrabi as interns. Harrabi met McDonough and other CaRMA team members in a serendipitous encounter in 2024 at the Association of Defense Community’s (ADC) Installation Innovation Forum in Texas, where Harrabi was attending as a Military Spouse Leadership Initiative participant with ADC. </p>



<p>Keynote speaker Cathie Vick, President and CEO of the Virginia Chamber of Commerce connected the importance of the national defense economic impact to the future of Virginia in her speech entitled “Blueprint Virginia 2035: Supporting Military Families, Strengthening Virginia”</p>



<p>The program also included award presentations.</p>



<p>The General Brehon B. Somervell Medal of Excellence was presented to Mike Flanagan, founding CaRMA Advisory member, Civilian Aide to the Secretary of the Army Emeritus, and retired Army colonel, by Fort Lee Senior Installation Commander, Maj. Gen. Michelle Donahue.</p>



<p>Certificates of Appreciation were given to active CaRMA participants and subject matter experts including: Kristen Pudlow, Deputy County Administrator of Prince George County; Command Sgt. Maj. Nickea Harris, senior enlisted leader of U.S. Army Garrison Fort Lee; Wayne Covil, Senior Reporter WTVR Channel Six News; Brian Moore, Economic Development Director, City of Petersburg; Heather Barrar, Friends of the Lower Appomattox River; Quay Jones, Director of Public Works, Fort Lee; Colin Romanick, Executive Director, Pamplin Historical Park; Cara Buckley, Operations Manager, VFW Post 637, Hopewell; Susan Garling, Community Relations Officer, Fort Lee; and Stephen Baker, Chief of Public Affairs, Defense Logistics Agency.</p>



<p>Rounding out the program was a panel of transitioned service members who now work in manufacturing, healthcare, logistics, and energy lead by John Maxwell, former Commissioner of Veteran Affairs for the Commonwealth of VA, and current founder/director of the newly created Veteran Community Network of Central Virginia, a primary partner organization of CaRMA.</p>

<p>To ensure statewide representation of the priorities outlined within <em>Blueprint Virginia 2035, </em>the Virginia Chamber Foundation invites members of the business, economic development, workforce, education, and housing communities, as well as other community representatives from across the Commonwealth to provide input through the<em> Blueprint Virginia 2035 </em>Statewide Survey. </p>



<p>The results of the survey will be used to inform policy recommendations of&nbsp;<em>Blueprint Virginia 2035.&nbsp;</em>The results along with the final policy document will be presented to the Governor-elect as part of the Virginia Economic Summit scheduled for Friday, December 5, 2025.</p>

										<content:encoded><![CDATA[<p>How do you make a difference in your community? It&#8217;s not just about individual efforts &#8211; businesses have a vital role to play too! By investing in the well-being of their communities, businesses not only uplift those around them but also enjoy shared benefits from their contributions.</p>
<p>Finding ways to contribute can be a challenge for both individuals and businesses. That&#8217;s where ChamberRVA steps in with two key initiatives: the Business Community Engagement Collaborative (BCEC) and the Civic Action Conversation (CAC) Series. These initiatives guide businesses in discovering meaningful ways to contribute that resonate with their missions, showcasing their commitment to community involvement and ensuring they are proactive and accountable.</p>
<p><strong>What are RVA Engage and the Business Community Engagement Collaborative?</strong></p>
<p>In Richmond, community engagement is all about collaboration to enhance our civic life. It involves nurturing the knowledge, skills, values, and motivations necessary to effect change. RVA Engage, a coalition of community engagement professionals from the nonprofit, corporate, and educational sectors, is at the forefront of this effort. Their goal? To unite regional stakeholders in addressing community-identified needs through volunteer engagement and service.</p>
<p>Another key initiative is the Business Community Engagement Collaborative (BCEC). Launched in 2021 as a partnership between ChamberRVA and the Community Foundation for a greater Richmond, it has grown to include the United Way of Greater Richmond and Petersburg, and InUnison. BCEC&#8217;s programs assist business community members in giving back to their region, especially those starting Corporate Social Responsibility (CSR) programs or leading community engagement efforts.</p>
<p>Both RVA Engage and BCEC use Points of Light’s Civic Circle as a foundation for their work. The Civic Circle offers various ways for individuals or institutions to serve their community, such as staying informed, volunteering, and providing services. RVA Engage unites members from Richmond&#8217;s business, nonprofit, education, and philanthropic communities to focus on community needs through education and service.</p>
<p>In 2023, Serve Virginia launched the Virginia Community Engagement Index (VCEI) to spark community impact. This index enables organizations to understand community engagement in the state, including who is engaged, their priorities, and their methods of engagement. Many RVA Engage and BCEC organizations were part of the VCEI Coalition, which explored these questions across four dimensions: policy, community education and outreach, donations and philanthropy, and volunteerism and service. This valuable data from the VCEI empowers lead service organizations to make informed decisions, engage more individuals and organizations in community efforts, and enhance BCEC programming and resources. Through these collaborations, Richmond continues to nurture a vibrant, civically engaged community.</p>
<p><strong>What Programs Do These Initiatives Offer in Our Region?</strong></p>
<p>RVA Engage adopts a dual approach to encourage community involvement. Firstly, they started hosting quarterly virtual Civic Action Conversations (CAC) during the pandemic to highlight various community issues such as affordable housing, workforce development, and early childhood education. These sessions aim to educate the public and provide attendees with tangible opportunities to engage in activities addressing these issues. Last month, RVA Engage hosted its first in-person CAC on affordable housing, featuring a panel discussion with industry experts, table discussions, and information on how attendees could get involved in solving housing affordability issues in our region. The next CAC, focusing on Education &amp; Workforce Development, is scheduled for September 18th.</p>
<p>In addition to the CACs, RVA Engage facilitates quarterly meetings between mobilizing organizations and activating organizations. Mobilizers are those looking to contribute human and economic resources (volunteers, funds, supplies, expertise) to address community needs, while Activators are organizations that accept these contributions to advance their missions and meet those specific needs. These meetings foster meaningful partnerships and exchanges of support, further uplifting the necessary work in our community.</p>
<p>The Business Community Engagement Collaborative (BCEC) also hosts programs tailored to help businesses align their resources with community issues, reinforcing their missions. BCEC events help organizations in building their CSR programs with sessions like CSR 101, Making the Business Case, and Employee Engagement. In May, BCEC kicked off its programming with the Power of Purpose workshop, which covered essential CSR principles for those considering establishing a CSR program. Participants received a Community Action Guide to help them think through the foundations of beginning their program. Their next session on August 28th will focus on best practices around marketing community engagement plans.</p>
<p>Through these efforts, both RVA Engage and BCEC are making significant strides in promoting community engagement, encouraging businesses and individuals to actively participate in and support their communities.</p>
<p><strong>Start Making an Impact</strong></p>
<p>Across the nation, volunteerism has been on the decline. However, our region is rich with resources aimed at reversing this trend. It&#8217;s essential for everyone living and working in a community to give back, whether through their time, treasure, or talent. Here in Richmond, we&#8217;re lucky to have dedicated organizations leading the way in community engagement.</p>
<p>Our role is to stay informed and continue to act with community engagement in mind. By doing so, we ensure a thriving, supportive community for all. Let&#8217;s embrace the spirit of giving back and make a lasting impact in our region. We&#8217;re counting on you!</p>

The annual ranking measures all 50 states on 128 different metrics in 10 key categories of competitiveness to determine which states are delivering most effectively on the things that mean the most to business.</p>
<p>“When a business chooses to invest and grow in Virginia, we’re promising best-in-class talent, infrastructure, power solutions and business-friendly environment. Our administration has facilitated waves of economic investment and business expansions to reinvigorate growth and opportunity across Virginia. The Commonwealth has experienced record job growth and has welcomed companies committing over $74 billion in capital investment from major corporations like Amazon Web Services, The LEGO Group, Raytheon and Boeing, along with major expansions from others like Hilton, Northrop Grumman and Framatome,” said Governor Glenn Youngkin. “Economic development is a team sport, and Virginia’s made giant strides in business-ready sites, workforce development, regulatory reduction, infrastructure investment and all-of-the-above power solutions. I am thrilled that our great Commonwealth has been named America’s Top State for Business.”</p>
<p>Since day one, Governor Youngkin’s constant effort to make Virginia more affordable for families and a comprehensive focus on improving our business ecosystem has included $5 billion in tax relief to Virginians, reforming and consolidating workforce development efforts to focus on job creation and preserving Virginia’s Right-to-Work status, implementing an All-American All-of-the-Above Energy Plan to meet the power demands of a growing Commonwealth, historic investments in business-ready site development, robust infrastructure improvements and empowering excellence in education with multiple pathways for students to succeed.</p>
<p>Virginia’s premier talent base makes for a world-class labor pool ready to meet business needs. The Virginia Talent Accelerator Program, ranked the No. 1 Customized Workforce Training Program in the U.S. by Business Facilities in 2023 and 2024, and Virginia’s historic Tech Talent Investment Program are helping Virginia build the workforce of the future. Virginia is competing to win with more than $550 million funded for site development to accelerate construction and deepen the inventory of shovel-ready sites for employers before they come to Virginia. <p>For the first time, CNBC weighted infrastructure — including availability of shovel-ready sites — as the most important component for businesses when deciding on investment and cited the Virginia Business Ready Sites Program, in addition to Virginia’s world-class port, rail, roadway, and air transportation ecosystem as major contributors to the recognition. In addition to infrastructure and workforce, the categories for the 2024 CNBC ranking include economy, quality of life, cost of doing business, technology and innovation, business friendliness, education, access to capital, and cost of living. <p>Hunter leads Altria’s corporate responsibility and ESG strategy and integration efforts, including environmental sustainability and its operating companies’ efforts to help prevent underage tobacco use and help adult tobacco users who decide to quit be more successful. She also leads corporate communications, community impact, and inclusion, diversity and equity. All of this work is central to how Altria will achieve its Vision of responsibly leading the transition of adult smokers to a smoke-free future.</p>
<p>“On behalf of the board of directors, it’s my pleasure to warmly welcome Jennifer to the Points of Light board. She joined PM USA in 1994 as a Territory Sales Manager in Kenosha, Wis.</p>
<p>Jennifer holds a B.A. in journalism from the University of Wisconsin and is a member of the Executive Leadership Council.</p>
<p>Jennifer also serves on the Boards of the University of Virginia School of Education and Human Development; PGA TOUR First Tee Foundation, Inc.; as Vice Chair of the Board and Chair of the Diversity, Equity and Inclusion Committee for ChamberRVA; as the Board Chair for The Community Foundation for a greater Richmond; and the Virginia Business Higher Education Council. Jennifer previously served two terms on the Virginia State University Board of Visitors.</p>

<p style="font-weight: 400;"><b><strong>Richmond, VA</strong></b> &#8211; Fitch Ratings, one of the three National Credit Rating Agencies, in a <a href="https://www.fitchratings.com/research/us-public-finance/fitch-rates-richmond-va-252mm-2024b-c-gos-aaa-upgrades-idr-on-criteria-change-removes-uco-22-05-2024">press release</a> yesterday, assigned the City the highest possible rating of AAA based on the City’s strong finances, economic profile and well managed operations. This rating, a testament to Richmond&#8217;s financial resilience and strong reserves, underscores the City&#8217;s stability and strength. It&#8217;s a reassurance to our stakeholders and the public that the City of Richmond is in a robust financial position.</p>
<p style="font-weight: 400;">The AAA rating, a mark of our financial strength, allows the City to borrow money at the lowest interest rates possible. This translates into significant savings of millions of dollars for our residents. These savings are then channeled towards projects that directly improve our daily lives, such as improvements to roadways, sidewalks and bikeways; improvements to neighborhood parks, libraries, and recreational facilities; construction and major renovations of schools and other City facilities.</p>
<p style="font-weight: 400;">What does this mean for the Diamond District bonds? The rating agency&#8217;s AAA bond rating underscores the positives of the Diamond District project approved by Council on May 8, 2024.</p>
<p style="font-weight: 400;">&#8220;When I came into office, I made the promise of moving the City to a AAA Bond Rating. Today, that <b><strong>promise has been kept</strong></b>,” said Mayor Levar Stoney.  “With the Fitch rating, the City is among an elite class of organizations that have proven financial responsibility at the highest level. I am grateful for all the hard work from city staff, especially DCAO Sabrina Joy-Hogg and finance director Sheila White, and our public and private partnerships that helped make this possible. This is a massive step forward for our city.”</p>
<p style="font-weight: 400;"><b><strong>In addition to Fitch Ratings, </strong></b>S&amp;P Global Ratings reaffirmed its &#8216;AA+&#8217; long-term rating for Richmond based upon the City’s expanding economy; track record of strong financial results and very strong reserves; and well-established and strong financial management policies. In addition, S&amp;P reaffirmed its Positive Outlook which reflects one-in-three chance that the City could receive an upgrade if it sustains economic growth and financial resilience.</p>
<p style="font-weight: 400;">Moody&#8217;s Ratings has reaffirmed a ‘Aa1’ rating with a Stable Outlook.  The rating is based upon their expectation that the city&#8217;s financial position will remain healthy given management&#8217;s conservative budgeting practices and adherence to formal fiscal and debt policies.</p>
<p style="font-weight: 400;">Bond ratings for both corporations and government agencies are similar to a credit score. The three primary credit rating agencies are Moody’s Investor Services, Standard &amp; Poor&#8217;s Global, and Fitch Ratings. These agencies offer impartial evaluations of a bond issuer&#8217;s financial strength and their ability to repay a bond&#8217;s principal and interest.</p>

<p class="fusion-responsive-typography-calculated" data-fontsize="45" data-lineheight="54.9px"><span data-contrast="auto">As Virginia celebrates Economic Development Week, it’s a good time to highlight the importance of economic development entities to both the Greater Richmond area and throughout the Commonwealth.</span> <span data-contrast="auto">Economic development agencies are the most important government entities in terms of bringing jobs, tax revenue and economic prosperity to our localities. Businesses and industries of all shapes and sizes are the engines that help provide the revenue to pay for schools, law enforcement, roads and all government services. </span> <span data-contrast="auto">The case of the Chesterfield Economic Development Authority (EDA) is particularly compelling.</span><span data-ccp-props="{"> </span></p>

<p><span data-ccp-props="{"> </span><span data-contrast="auto">When LEGO chose Chesterfield over other locations across the country to build the company’s first manufacturing facility in the U.S., it validated the long-term planning and strategy of the county Board of Supervisors, EDA and staff to emphasize the importance of economic development. Of course, that project took a tremendous team effort from the Virginia Economic Development Partnership, Governor Youngkin and Greater Richmond Partnership to make it happen. Still, the county’s efforts in securing such a large-scale partner should not go unnoticed.</span><span data-ccp-props="{"> </span></p>
<p><span data-ccp-props="{"> </span><span data-contrast="auto">LEGO will create 1,700 jobs and bring $1 billion in direct investment to the county. Mangum and Associates projects that the impacts from LEGO will sustain an average of 3,398 jobs, $292 million in wages, and $100 million in state and local tax revenue every year throughout the life of the project.  </span><span data-ccp-props="{"> </span></p>
<p><span data-ccp-props="{"> </span><span data-contrast="auto">And the investments don’t stop there. Just last week, Governor Youngkin announced that Topsoe will invest $400 million and employ 150 people in a new Chesterfield plant, making state-of-the-art solid oxide electrolyzer cells that enable industrial-scale production of green hydrogen for entities currently requiring fossil fuels. </span><span data-ccp-props="{"> </span></p>
<p><span data-ccp-props="{"> </span><span data-contrast="auto">In 2022, the county recruited Plenty, the largest vertical indoor farm campus in the world. It is these types of state-of-the-art businesses of the future that will not only be around for years to come but also foster innovation within the county.</span><span data-ccp-props="{"> </span></p>
<p><span data-ccp-props="{"> </span><span data-contrast="auto">Like other economic development agencies across the state, the Chesterfield EDA helps businesses of all sizes understand regulatory requirements, tackle workforce development needs and identify potential incentive programs. This is especially true for helping existing businesses thrive and continue to grow.  </span><span data-ccp-props="{"> </span></p>
<p><span data-ccp-props="{"> </span><span data-contrast="auto">Economic development work is not limited to just helping businesses locate and expand. Over the last two years, the agency has led the effort with the Board of Supervisors to transform an eyesore strip mall on Midlothian Turnpike into what will become the county’s first urban dense live-work-play community, Springline at District 60. Through the EDA, the county was vital in providing the upfront financing for infrastructure development to allow the project to move forward and the funds will be repaid by developers buying the parcels to develop – a win-win for everyone. </span><span data-ccp-props="{"> </span></p>
<p><span data-ccp-props="{"> </span><span data-contrast="auto">The Chesterfield Economic Development Small Business Program works every day to assist the county’s small businesses to grow, innovate and create jobs. In 2023 alone, the program assisted 4,054 businesses with its business outreach events and one on one counseling.</span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">The positive economic activity means that county residents pay less in property and other taxes. This year, the Board of Supervisors announced a 25-cent cut in personal property taxes – granting Chesterfield the lowest rate of any Virginia locality with over 100,000 residents. The real estate tax rate has also been cut by 5 cents over the past four years – reducing the rate to the lowest level in the county’s modern history. </span><span data-ccp-props="{"> </span></p>

<p><span data-contrast="auto">Lower taxes are a major quality-of-life benefit for residents. Just ask people living in high tax jurisdictions, and they will tell you that high taxes are a major factor in deciding where to live or where to locate a business.</span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">Successful economic development strategies don’t happen accidentally – they require careful long-term strategic planning. Perhaps the most significant determinant of success is having available sites of varying sizes with adequate infrastructure to attract quality employers. The county committed to being ready ahead of time in building the Meadowville Technology Park decades ago, but because of successes like LEGO, Plenty and Topsoe that campus no longer has large sites. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">For that reason, the County has recognized the importance of Upper Magnolia Technology Park to the continued success and the long-term vitality of the county. Upper Magnolia will be the home to future technology and advanced manufacturing facilities, such as a silicon chip manufacturing plant. The site is so attractive because of its proximity to the educated workforce of the region and the park’s buildable acres. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">The bottom line is that economic development in Chesterfield – like similar entities across the state – is playing a vital role in bringing businesses, jobs and tax revenue for needed services and quality of life to the county. I think it’s about time we show our appreciation for the work they are doing to keep Chesterfield County great and support them in the future.</span></p>
